Norm,

The FC7 is wired 'backwards' of how the Axiom *and* the Roland want.
There are two standards for wiring an expression pedal, the 'Roland
method' (my term), and the 'Yamaha method.' They are basically
incompatible. I've been selling an adapter for 12+ years to fix the
problem. So, even if your FC7 is broken -- and there's a good chance
that it isn't -- you'll need an adapter to make it work properly with
non-Yamaha gear. (The alternative is to cut the plug off and rewire it.)

The symptoms are usually that all the travel happens at one end: no
volume, etc. change for 80-90% of the travel, then suddenly it all
catches up. Is that what's happening to you?
