We agreed that this was a good way to go. But I also said there may be reasons he wants to do it the other way as well. (He hasn't chimed in on that, we don't know how hell be controlling it, regardless of whether you and I agreed about it or not.)

Or not. ;-) More precisely, it may be more or less important than other things which he is weighing, and that's up to him.

He asked about differences between the two units, I think I have offered lots of practical (and 99% accurate ;-) ) information.
Really, the way I see it, I kind of keep agreeing with everything you say except adding that it's not the only way to look at it, and you basically keep coming back and saying it is, and that's really our only disagreement. Even this thing about the wheels on the SK1 came largely after I said how much better the SK1 would be if it had wheels. The difference is only that you think it's practically useless as a controller without them, and I think it depends on the player's needs. I really didn't expect that to be so controversial!

Sure, anything with a MIDI out can be a controller, depending on what you need. But are you really comparing "note on/off velocity and sustain" to that laundry list of other MIDI capabilities I described in the SK1?

Yours seems to be specific to what you need personally. Mine is, if it has a whole bunch of MIDI functions, it is likely to be useful to many people, and everyone will have their own check list. I don't see a need to fixate on one feature. It reminds me of the people who say that the PX5S can't possibly be a good MIDI controller because it lacks an expression pedal input. Sure, for many people that may be true, but meanwhile, there are other people happily using it as a MIDI controller without an expression pedal input. Though sure, it would be better with one.
If you must have pitch bend and mod controls on the SK1, well, it would be the wrong choice, but if you really wanted to try to make it work, you can add those functions with MIDI foot controllers. OTOH, there's no way to turn the VR-09 into a 73 or 88. People will have different priorities.
