Windows 7 introduced touch APIs (but there was little hardware available touse it).
Windows 8 and Windows RT changed that - Metro being optimised for multi touch much like other tablets, hence products like the surface pro and hybrid laptops with multi touch screens.
The touch APIs have been refined since Windows 7 and are part of the WPF4 framework now - see MSDN article below:

In short, yes VB3 on desktop Windows could have a multi touch interface, or someone could easily write one to control existing VB3 through MIDI.
