Subject:Can VB3 tweakable by a mobile app ?

This is to ask a vast majority here recording clones on a DAW , 
about if this Android app can be also applied to VB3 MIDI parameters

I tried this as sadly iRig recorder (Daw app, from IKmultimedia) doesn't work under less that Android 4 (Ice Cream Sandwich)
