At first glance it would seem Windows7(8) tablet would be the way to go. Tablets use touchscreens, is that right? Can u move drawbars etc by touching and "pulling" them?

There are now Windows 7 tablets or convertibles that would work if that is what you are after.

Your choice is Macintosh or PC. VB3 is not supported on the tablets.
Plenty of CPU and memory on any of the recent computers for it's modest requirements. Midi keyboard choice seems to be the bigger question.
