VB3 creates that file itself in the plugins folder. On my PC, the file
is called vb3.ini (it was called vb3.dat before v1.4). If you don't know
where your plugins folder is, go to the program you were using that
worked with VB3, and look for the options. There will be one to set one
or more plugin folders. VB3 should be sitting in one of those, along
with the ini file.
Actually, I've just got the bit of the manual (v1.4 addendum) that says,
on a Mac, the in file is here:
[User's home directory]/Library/Presets/GSi/VB3
So you can scrub most of the advice above, but it's always good to know
where your plugins folder is!
