Rock for 32 bit operating system, which is what your version of Windows 7 is 2gig of RAM is the sweet spot. Windows creates several large temporary files on your hard drive each time it starts as a substitute for RAM. The less RAM you have more Windows has to temporarily store in these files on the hard drive. As data transfer is many times slower from hard drive than from RAM so the less RAM you have, up to a point, the slower your computer will be. Vista (Windows 6 if you like) was painfully slow on any machine with less than 2gig of RAM, with Win7 MS got the code more efficient but it is strethcing it to expect it run apps quickly with 1 gig of RAM. Even XPSP3 if it has had all the updates will be slowing down now on a machine with only 1 gig of RAM.

??? This is normal in my experience, Cantabile is still loading and hooking up with the ASIO driver etc for a couple of secs after the racks appear on screen. No need to go into the midi setup, wait a couple of secs and all will be good.
