I agree in theory Gary but that is not how it works on several Dell laptops I have that run both XP and Win7. They vary between 4 years and 12 months old. The XP machine I travel with and have 3 USB devices I plug in, external HD, mouse and wireless broadband dongle, and if they are not plugged in to the same USB ports as for the last shut down Win comes up with "found new device installing new drivers".  The remaining USB port is used to insert USB mem sticks and even tho these are last to be inserted that USB port is always drive F: (the ext HD is always drive G: even if there are no other devices installed above the D: DVD ROM drive).

On the VST only Win7 Laptop same happens if I switch the usual USB ports for Axiom 61 and Fastrack.  
I can only guess that Windows on first install of the drivers for a new device assigns the driver to USB port that the device is first connected to.  When these are later changed Win then applies the driver to that USB port. All this means is an extra 30 secs or so booting up but sticking to the same USB ports eliminates the issue.
