I hear it on every chord, to my ears he's playing 2nd inversions (A-D-F#) with the right hand.
That said, I've done the Rare Earth version in the past and pretty sure I stayed away from the third. In fact I think I stayed away from the D's entirely only hit the G-F chords. Further, if you listen to the R.E. version, you really only clearly hear him hit the F chord, odd as that may seem.
