If the tweeters are of the "voice coil" type a simple ohm meter test will tell if the coil is open or not. Actual reading is not very important as they can vary from about 2 ohms to 16 ohms. Take the reading with one speaker lead removed as you might be reading something on the crossover(which could also be bad).
However, if the tweeters are of the pizeo type, they will read open even when good, don't need a crossover and I've never seen a bad one.
The best way is to substitute a known good tweeter.
It doesn't have to be the same type just to test and doesn't even need to be mounted.

Sorry for the off topic post, but there seems to be a lot of electronic knowledge on this list, and I don't know where else to turn. I have a pair of ADS L710 stereo speakers that seem to have lost their high end. Is there an easy way I can check to see if the tweeters are bad or if there is a problem with the crossover? I have a multimeter and some VERY basic electronic skills.
