Hey all. I got a quick and definitive response from Nord about my question. Here is an excerpt that addresses the question:

"As it relates to your inquiry, here's the deal: when you set your C2 to
HIGH trigger point, it uses only the first contact point; the second one
is ignored. This provides the genuine organ touch that you so enjoy. 
However, the velocity-sensitivity feature
which you seek for your playing of Rhodes/Wurlies (or whatever) via
midi requires closure of the second contact to determine that velocity. 
That's actually why it's called "velocity" in the first place. The
computer brain in the unit actually measures the
elapsed time between the two contact closures; essentially it is
measuring the physical velocity with which one strikes a key.  Without
the second contact closure, there's nothing to measure. Consequently, it
is physically impossible to generate velocity data
from the HIGH trigger point only; the elapsed time cannot be calculated
until the second LOW contact closure occurs. If you want your notes to
contain velocity data, you will have to patiently wait for that LOW
trigger.  Again, this is not just a Nord thing,
but common to ALL velocity-sensitive keyboards. "

So, it would be nice to have it both ways, but apparently I can't. I still dig the C2 however!
