Good for your niece! Her parents should consider doing something about that piano to get it to pitch. Most pianos can be pitch raised to A440 and some tuners will say it can't be done, but it usually can, it just takes time and money. They should consult another tuner, preferably an RPT, to see if it can't be raised to A440. A piano gets that way from not being tuned for many years and the strings settle or stretch to the lower pitch.
If the pitch is off that much, what is the regulation and hammer shape like? That should be addressed too. If Jill is progressing on the piano, it may be time to invest in a new or newer quality instrument.
