You are correct about finally reaching some standards, but the fact remains that many huge, real organs did not have "standard" keyboards at every level. Therefore standards still don't exist. If they did all organs would have a 36 note pedal board, curved.
Even the high end Hammond's only had a flat 25, not exactly AGO spects.
I personally have no problem with this as I play a Hammond clone with a 13 note add on pedal board and also play a "real" pipe organ at church that has the 36 note AGO pedal board.
This organ also has a separate section for chimes but is played from the great and only uses about half of the keyboard.
This Real organ is over 150 years old.
