ASIO drivers make your sound card work better (in many cases.) They can
help with latency issues.

Download and install, look around for whatever read-me or info files you
might find.
Once it's installed, open your VST device and look around for it's audio
settings. In SONAR the sound driver selections are in preferences. If you
find the ASIO drivers, enable them (and you might have to disable whatever
you were using prior to.) You probably will have to quit the VST program
for a minute just to let the change get recognized. Start it up again, and
hopefully a little green box now appears in your icon tray. If you click on
that icon (ASIO4ALL), a control window opens which shows you sound output
devices. You have to "turn on" your sound device of choice by clicking on a
button next to it's name. On my system, the button turns blue and the
output device is then enabled.
When I plug a USB audio interface into my system the ASIO4ALL button
appears; I open it's window and enable the new USB interface. No re-boot
necessary, it's ready to go.
This is potentially very confusing stuff, so let me know where I lost you
and I'll try to help further.
It's worth the trouble--the computers at my school had horrible latency--the
drivers really helped them.
