I remember Farfisa coming out with a line of combo organs (VIP?) years ago that were 2-manual. The upper manual contained the organ sounds (as well as a "Synth-Slalom) effect. The lower manual featured "lower manual" organ sounds as well as mechanical keyboard sounds (piano, etc). The action wasn't any different between the two manuals that I could recall but the lower was "velocity sensitive" to a degree. Farfisa's intent was to give you both kinds of keyboards on one instrument.
I always thought that if Clavia had a similar configuration on something along the line of their C1/C2 cabinet with both an upper non-weighted waterfall keybed and a lower weighted keybed that played the piano, electric piano and clav sounds it would be a hit.
