It seems that something happened during the dump or upload that screwed up (technical term) the information in the Sysex file. You might want to do a full reset to see if that resolves the saving/recalling issues. I've never used MIDIOX so I don't know how reliable it is. You might try SoundQuest's MIDI Tools:

The Global, Bank and preset parameters are all listed starting on page 97 of the manual. It might help to use those and then refer to the manual pages for the specific settings.
