Very true Lou. Having been a manufacturing engineer for quite a few years, I have never seen a manufacturer (the company whose name is on the final product) allow sub contractors to modify specs or tolerances at will. If component parts are 're-sourced' at any time during the run the new component must pass rigorous testing to make sure that it meets design criteria. However, a second or third tier company can pretty easily screw up a good design with 'less than robust' manufacturing processes.
