As Bruce said, you just need to have the RD-700 send on a channel the '3c isn't paying attention to to not play the lower manual. With the '3c you have 2 MIDI options. The first, put it in Lower/Pedal MIDI mode won't work because whatever is connected to MIDI In 2 will "play" the lower manual no matter what channel the RD-700 sends on. However, this would be the easiest option if you can stop the RD-700 from sending when you aren't using it as a lower manual.
The second option will work properly easily but you will need to do a couple of things. First select the "Single Keyboard" Template in the MIDI menu which should set the '3c's MIDI in mode to In1/In2. If it doesn't, change that parameter from Lower/Pedal to In1/In2. If you don't need pedals, turn that channel off in the MIDI menu (or don't have the RD-700 send on channel 3. Set the RD-700's send channel to whatever you want to use and set the '3c's lower manual channel to match. Make sure the RD-700 doesn't send note on/off data on channel one. You may want to send expression data etc. on ch. 1 if you are using a volume pedal connected to the RD-700 to control the volume of both instruments so don't turn it off on the '3c.
This should take care of it but I'm not near my '3c now to test it. If you have trouble, post back and I'll try to work it out.
