Hammond Organs, clones, Leslies, etc. are all niche items. Roland, like most big manufacturers, stays with mainstream gear. There's a sizeable market for a Leslie simulation, so they make one. The market for a Leslie AMP without the spinning part is probably 1/100th the size of the Leslie sim market -- which itself is probably 100th the size of the market for a Marshall stack or a Vox AC30. It takes many hours of work to get a digital model of an amp right, and I'm sure that Roland would have a hard time justifying the time and effort of cloning a Leslie amp, even though it would benefit members of this group.
Perhaps some smaller developer could find the task worthwhile, but don't hold your breath for Roland, Korg, or any other major manufacturer.
