According to the Ventilator manual either tip or ring needs to be connected to sleeve to enable the rotary effect. An A/B/Y box connects either A tip or B tip or both to In/Out tip. Apparently the Morley uses a switching jack so that
In/Out tip is connected to all sleeves when there is no plug inserted.
On the Whirlwind try putting a plug in In/Out with tip and sleeve connected. If that makes it work then all you need to do is add or move a wire inside the box.
Note that most stomp boxes use a switching jack for a power switch so if the Whirlwind uses a battery for LED power be sure to trace the wiring carefully before you make any changes.
Or you could just go to Radio Shack and get a cheap right angle 1/4" plug, solder the two terminals together and leave it in the jack.

Not sure what's up with the Whirlwind, but the Morley works fine. The left button is A-and-B, and the right button is A-or-B. I take a standard TRS 1/4" to Y standard 1/4" cable, plug tthe TRS end into the "REMOTE" of the Ventilator, and plug the A and B jacks with the other ends. I plug nothing into the In/Out jack. (You shouldn't need to on the Whirlwind either.)
The left button is your STOP button. It won't stop right away generally, until you press the right button. And then you'll see/hear the Ventilator slow down to STOP. Hit the left button and it takes it out of STOP mode, and then the right button will toggle between fast and slow.
The Whirlwind SHOULD work the same way.
