I'd be in line to buy one or two. By all means design the circuit to encode 32 notes, not just 25. 32 is a multiple of 8, so that probably won't require any more electronics other that a few diodes, and you will pick up a whole other segment of the market by supporting A.G.O. and B.D.O. standard pedalboards. There are a lot of guys out there playing with MIDI-controlled virtual pipe organs, and 25-note pedals don't cut it in that world.
