No - A is generally 440 Hz in Britain and most of the rest of Europe too. In Japan it's 442 Hz, and in Germany and Austria 445 Hz. In the 18th century it varied from country to country from as low as 380 Hz (England) to as high as 480 Hz(Germany), a difference of four semitones! Modern players of Early Music use a frequency of 415Hz, exactly one semitone below 440 Hz.
