On a scale of 1 to 10 in difficulty, I would rate it a 2.

1. Buy idler arm and cloth belt from tonewheelgeneral.com
2. drill hole and install a t-nut for idler arm
3. install idler and belt, leaving spring end free
4. tension spring end with your finger and change speeds
5. pin spring end in desired location with a wood screw.
