The actual testing does seem to involve not much more than plugging
the device into a tester.

Apparently some testers simply display PASS or FAIL like this one:

and could in principle be operated by anyone. So no reason why you
couldn't do it yourself, except I'm sure that you won't be able
(allowed) to get (affix) those green PASSED stickers

if you're not a certified PAT tester yourself and that your own test
results won't hold up in court if it ever comes to that :)
Google search results suggest that the UK is the only country in which
this kind of testing is required in this way. Of course in most
countries you would be liable for damage and injuries resulting from
electrical equipment that you use in a professional way such as during
a gig, but no formal regular testing is required or enforced.
