THey were mimicking the UNIVIBE, popularized by Hendrix and Robin Trower (Bridge of Sighs), which of course was emulating a leslie. The pedal let you "dial in" the appropriate speed (GasPedal was the same thing). If you tap the left switch on the RT20, it does the ramp up and down the way it should.

They were expecting I believe that the pedal would be used mainly by
guitarists and they designed the 1/4" socket to take a volume pedal
so that it would ramp the speed like the old 'Motion-Sound?' gas
pedal.
I think they were thinking alomg the lines of guitarists liking a
slow ramp speed.
It just happens that if you plug a regular footswitch in, it does
change speed, but it was never designed for this, and all that
happens is an instant change, fast or slow.
