Hi Vic,
Modern digital keyboards use a matrix scanning method, just like computer keyboards. There are lots of ways to divide up the keys; the nature of your problem implies that one of the 'row' drivers died. I'd be willing to bet that exactly 16 keys are missing, correct?

Sometimes the problem is a loose connection, but if re-connecting the ribbon cable didn't help, then the problem is likely on the motherboard. In rare cases, the ICs are in sockets, and a connection can loosen over time. (My Fatar Studio 88 had this problem.) If this is the case, pressing the IC back into the socket may help. Mostly, though, the ICs are soldered to the board. It sounds like you might have a bad IC on the board, and the Electro needs to go into the shop. :-(
