Hi Simon,
No, I think that they are simply banking on a 7-day auction bringing things up to the fair market value. I have listed auctions that started at $5USD, and at three days in the bidding was only up to $50USD. Fortunately, the final bids were much higher! :-)
Bear in mind that eBay's allow one to cancel an auction up to 12 hours before closing by simply cancelling any open bids. If the member doesn't habitually do this, eBay looks the other way ...
