I don't think a sticky list will work because spammers don't care. If this guy is a spammer, he probably knows it and has moved on. The best way to handle it is to put him on "moderated status" or just ban him.

Like ebay spam/scammers, I think if we are all kept aware of these
type of situations, fellow members can much better avoid getting
ripped off, like some have been here in the past.
