Yes it does, but the method is a little different than might be expected. Hammond-Suzuki maps alls 9 drawbars to one CC; there is one CC for the upper manual, one for the lower, one for pedals. This can be done because there are only 81 possible settings (9 drawbars * 9 positions, including zero). So, the first drawbar's zero position is 0, etc.
ex: Voce method of creating 88 8000 008 (Korg, NI, and Clavia are similar, only the specific CC#'s change) --
CC12 = 127 [16' = 8]
CC13 = 127 [5 1/3' = 8]
CC14 = 127 [8' = 8]
CC15 = 0 [4' = 0]
CC16 = 0 [2 2/3' = 0]
CC17 = 0 [2' = 0]
CC18 = 0 [1 3/5' = 0]
CC19 = 0 [1 1/3' =0]
CC20 = 127 [1' = 8]

CC80 = 8 [16' = 8]
CC80 = 17 [5 1/3' = 8]
