Mystery solved. That's a pedal unit from a Weltmeister Claviset 200 electric piano made in East Germany, probably in the early 1970s. The reason it has a mechanical pedal and an electrical one is that the right-hand one is for mechanical dampers and the left is for an electrical attenuator.
