Ryan,

Does the motor run faster under no-load when you remove the
belt? It should have a lot of torque. You should not be able to
stop or slow it much by grabbing the pulley. A test I do not
recomend!! But just to let you know the motor should be
powerful. I have used "Liquid Wrench" on real rusty motors then
cleaned/flushed them WD-40. When you have the belt removed,
give the rotor a spin by hand. If it doesn't drag it should be OK to
work at speed. A bad bearing can be noisy at fast speed and not
present enough drag to slow it. After it's all clean and running I
think the best oil to use for the motors is...20 weight
non-detergent electric motor oil. If the belt is slipping it may, after
all of this, now be obvious.
