Hi Ryan,
That low rotor is definitely running too slow. Have you tried oiling the fast motor? The fast motors will take a lot of abuse, but at some point, the bearings will not be able to overcome the friction. There are two sets of (brass wool?) sponges, one at each bearing. I take some Hammond oil and soak each of the six positions, then let the motor sit for about an hour or two. Then, if the sponges don't look dark and slimy, I'd give them a little more. It almost doesn't seem possible to over-oil them.
