I agree. Four thoughts, in the order of doing them:
1a. Oil the rotor bearing on the tweeter horn. (I can't remember which rotor is giving you the problems.) Just a drop or two of Hammond oil in the hole should be enough, unless it hasn't been oiled in a very long time.
1b. Check the bearings on the lower rotor. See if they are grinding at all when the rotor is spun by hand.
2. Oil the motor -- saturate the wire mesh "sponges" that can be seen through the holes surrounding the shaft.
3. Replace the belts, in case they are worn or appear to be saturated with oil.
4. Replace the motor(s).
