If you disconnect the belt and spin the horn by hand, does it spin
freely? Do you occasionally put a few drops of Hammond oil in the horn
oil hole to lube it? Does the idler wheel spin freely and have you
oiled that? Rubber belt stretched or worn?

Make sure of all this, THEN suspect the motors. They may need to be
cleaned and degunked. Also make sure that the slow motor is disengaged
fully, and not trying to compete with the fast motor.
