While what you suggest is possible, I have never seen a MIDI keyboard or sound module that supports ignoring program changes on one preset ONLY. Usually, program changes are accepted or ignored, but not a combination of both at the same time.
There is probably a way, however, to do this: it's called the MIDI Solutions Event Processor, and it can selectively filter, re-map, convert etc. almost any kind of MIDI message. It isn't free, though, but it works very well to do the kind of off-the-path things you want to do. (I do similar things in my own setup.)
