Could lifting and moving the cables have changed the contact pressure
of the cord in the jack? Maybe you are not getting a good ground
connection between the sleeve of a male plug and the ground tube of a
jack in the NanoVerb or something else. (This seems to have been the
problem the bass guitarist in my son's group had a few days ago.)
Also, what is the floor made of? Is it a cement basement floor or
wood? Could there be a 220V power line from the breaker box to a
stove/oven or baseboard heater running under it?

Do you have one of those little outlet testers that light up the red
or green lights depending on if the outlet is wired properly. Or a
meter to check voltages? Also, are the outlets grounded with wire or
is conduit used as ground? A loose screw in a coupling between two
pieces of conduit can cause a bad or weak ground.
