No, 3dB is twice the power or sound pressure.
The human ear hears sound level logarithmically. So even though it's twice the power, it's not "twice as loud."
1dB -- ~25% more power, barely discernable to almost any human
3dB -- 100% more power, noticeable by the 'average' listener, but only as a small change
10dB -- 900% more power (10x total), considered 'twice as loud' by the average listener
