Yes, it does. Rather than spend that money on the second tier, I've designed a $5 version that needs no disassembly after the gig. 2 threaded rods (3/8"), 4 wingnuts, 2 lock nuts, and a rubber furniture thingy (I don't know what it's called, it's like a nipple, sort of like a door stop; they're in the 'cabinet hardware" aisle). The rod goes through the hole of your choice on the stand, one wingnut goes over each end and is tightened to the height that you want (the winguts then keep that rod in place). A locknut goes over the top end of the rod, until it's flush, and the rubber thingy goes on that (make sure it's tight).

And VOILA!
