Another possibility is that the bearing that holds the entire horn assembly might be loose. This machined bearing resembles a stovepipe hat with a very wide brim, and is attached with three screws; each screw goes through a metal standoff through the middle of a rubber grommet. This allows the horn assembly to wiggle slightly, but not so much that it should wobble noticeably when spinning. I've never seen one of these come loose, but I imagine that it's possible.

Correcting this problem is a little closer to "major surgery," though, because one must remove the back panel, drop the tweeter assembly down by loosening three machine screws, then tighten the bearing.
