Open. The only time you'd use the 8 or 16 ohm settings is when the 145 is
driven by the speaker output of a power amp. In other words, when the Leslie
amp takes the place of the organ speakers. Preamps without tube power output
stages don't need speakers or resistive loads to keep things stable. The 1147
"kit" will operate just fine working directly into the 10K ohm volume control
pot in the Leslie amp.
