I wouldn't define it quite that narrowly. True, that's the common
usage today, but there are many types of touch sensitivity present on
older instruments. A couple of examples:

1. The mechanical directly linked action of a tracker pipe organ -
the attack of the note is controlled by the technique of pressing the
key.

2. A clavichord - pressing the key harder bends the note subtly
upwards.
