No, that device would have the footswitch plugged into it and it
would be plugged into one of the XK-3's MIDI inputs. The XK-3 would
have to be set for In1/In2 and not Lower/Pedal. If you try this, you
would have to have the lower manual transmit on channel 2.

This may also work:
Turn local control off. Set MIDI In to In1/In2. Turn one of the
External Zones on and set it to send on channel 1. Set the keyboard
you use for a lower manual to send on channel 2. Run a MIDI cable
from the XK-3 MIDI out to the XK-3 MIDI Input 1. Now the XK-3 "sees"
its own keyboard as an external keyboard, and if the footswitch was
sending a CC64 out, it should be coming back in the MIDI input. I've
had my XK-3 connected like this before, but not to have a footswitch
sustain a manual, so I don't know for a fact that this will work,
but I know that the keyboard will "play" the upper manual like this.
