instead of using the switches: How about employing the LM13700 OTAs as
voltage controlled
phase shifters? All you need is to operate them as 1st order lowpass
filters and an opamp to convert the
lowpass to an allpass. The cutoff frequencies of the stages must be
staggered to get a nearly linear phase shift, means a constant group
delay.
A mixture of allpasses and modulated low passes is very close.....

Just my 0.02 thoughts... ;-)
