I use the freeware program MIDI-OX to see what messages are being sent
to the computer. And I use MIDI-OX together with MIDI Yoke to
filter/remap MIDI data, if I'm using a non-programmable controller.

Whatever program you're using to receive/detect MIDI, make sure you
have looked at the MIDI settings for that program and added the UC16
as one of the input ports (this is assuming you've plugged it in
direct via USB). You should also see the Midiman as one of the ports
to pick from, if it's plugged in at the time. If the UC16 has not been
added to the list of input ports for that program, the program won't
acknowledge any messages from that device.

In both MIDI-OX and B4, I had to add my Midiman and my Edirol
controller to the list of inputs. My Edirol actually shows up with 3
listings: Edirol MIDI IN, Edirol PC1, and Edirol PC2. Your UC16 might
also show up with more than one listing, depending on how versatile it
is (again, I'm not familiar with the UC16). The "Edirol MIDI IN" port
is if I want to receive messages from a controller that's been plugged
into the MIDI IN of my Edirol controller. I would think the UC16 could
do the same, so it should probably have at least 2 listings (one for
messages directly from the controller and one for messages being sent
through its MIDI IN).

So the first step is to look at the settings of the program you're
using to detect MIDI messages and find where you specify MIDI input
ports. Then, as long as the driver for the UC16 has been installed and
working properly, you should see the UC16 listed there as one of the
ports you can add to the inputs.
