Try setting the Global channel to the same MIDI channel as the lower keyboard. If you have a V2 CX-3, you can then set the mod wheel function directly; if you have a V1 CX-3 then you need to set the MIDI CC# of the parameter you want to change to CC#1.
I'm not completely sure about pitch bend, and my CX-3 is at the practice site, but I think it works globally, too. If it doesn't then you're going to need a MIDI "router" that shifts the MIDI channel of the pitch bend from the lower keyboard channel to the upper one. Try it first, though, and contact me offline if you need more help.
(I know this can be done, as I use it in my current setup. However, I also use a MIDI Solutions Router in the setup, and I can't remember if the Router is used to provide any "magic" for the mod and PB wheels, or if it just works when the Global and Lower channels match.)
