The CX-3 doesn't work this way. (BTW, the V3 doesn't either, and I suspect that the same is true of the VK-7.) The reason is that each preset can be programmed with a different initial speed setting, so an "absolute" foot switch will cause out-of-sync conditions from time to time; thus the CX-3 uses the "toggle" method: each press alternates the speed setting.
If you want to have the absolute style, the easiest way is to use your second keyboard. If it has an unused foot pedal input, set it to transmit MIDI on an unused CC#. Then set the CX-3's Rotary Fast CC# to the same number.
The down side is that every time you change presets, the Leslie setting could be out of sync. There is a setting in the CX-3 globals to select whether just the DB settings change in each preset, or all settings. If you select 'all settings', then calling a new preset will also reset the Leslie to the new preset's value, irrespective of how your momentary switch is set. In your particular case, setting all the presets to Slow should have minimal impact on your playing style.
