I can only speak for the two brands that I have owned, Voce and KORG ...
On the Voce V3 and V5, the upper, lower, and pedal manuals select from a common pool of patches. In the case of the V3, there are 128 patches; in the case of the V5, there are only eight. Changing the upper manual's patch has no effect on either the lower manual or the pedals.
On the KORG CX-3, the upper and lower manuals share a common patch, with separate settings for the two manuals. There are 64 standard patches; and 64 "EX Mode" patches, where there are actually 13 drawbars and five percussion drawbars per patch, but only the upper manual is available. Changing a patch calls up both a new upper setting, and a new lower setting.
