That is an issue indeed. As to the storage space needed, putting the
whole thing on a CD requiring to boot DOS with CD support is a possible
solution (any Windows 98 or ME knows how to do that : press F8 at
startup and choose the 'DOS boot + CD-ROM drive support' option, and it
coul evenbe done under plain DOS). The CD media could even be made
bootable, and thuc should work on most fairly recent (less than 4 years
or so) PCs.

The important thing then would be not to support only Windows 9x and ME,
but also the NT4/2000/XP branch, which is (at last) becoming
increasingly common.
