Could you clarify a couple of things for me?

1) They just happen to latch down (easily defeated),
reversed color, and not wired into the TG (ok, this is a biggie :-),

They could be wired into the TG, am I right?

2) but they provide the return matrix for the output.

What does this mean?

I guess the basic question is: Could a Hammond console be modified
by a clever enough person so that all 73 keys in each manual generated
sound?
