Hi Bill,
Don't know if this will help but have you tried running the mics right into
the mixer without the y cable (just XLR lines), and then using the "Control
out" on the mixer for the send to the Peavey, and the "main out" for the PA.
The control out send won't affect the PA line send. That's what I do and it
works great.

Maybe the Y cable is attenuating the signal and forcing you to add more gain.
Also, try messing around with the db gain switch versus line level on each
channel.
